Verhoging noodfonds voor minima met ernstig zieke dieren
[Maastricht | vrijdag 23 augustus 2024] De gemeente Maastricht wil de komende jaren het dierenwelzijnsbeleid verder professionaliseren. Dit is in een nieuwe nota voor dierenwelzijn. Zo moet er één aanspreekpunt komen voor alle zaken rondom dierenwelzijn. Ook wordt meer geld vrijgemaakt voor een noodfonds om inwoners met een minima-inkomen te helpen bij de verzorging van ernstig zieke dieren. Dat is goed nieuws voor de vele huisdieren in Mariaberg met een baasje dat leeft op het minimumbestaansniveau maar toch veel waarde hecht aan de trouwe band met een (huis)dier.
Kinderboerderijen die voorlichtingsactiviteiten organiseren gericht op het verbeteren van het dierenwelzijn kunnen voortaan aanspraak maken op financiële ondersteuning. Daarnaast start de gemeente Maastricht met het project Dierenbuddy. Hierbij krijgen ouderen of inwoners die chronisch ziek zijn tijdelijk ondersteuning bij de zorg voor hun huisdier. Het college vraagt aan de gemeenteraad om voor deze en andere acties 156.000 euro per jaar vrij te maken.
Dierenwelzijn
Dierenwelzijn gaat om de zorg en aandacht voor de levensomstandigheden en het welzijn van dieren, thuis, op de boerderij of in het wild. Veel wettelijke taken en bevoegdheden op het gebied van dierenwelzijn liggen bij landelijke of provinciale instanties. De gemeente is eerstverantwoordelijke voor de opvang en het verzorgen van gevonden dieren en voor de preventie en bestrijding van dierplagen en het verwijderen van dode dieren uit de openbare ruimte. Daarnaast heeft eenieder een verplichting om een dier in nood te helpen en is het verboden om een dier benodigde zorg te onthouden.
Nieuwe nota
De gemeente Maastricht kent sinds 2014 dierenwelzijnsbeleid. Dit beleid is in 2019 geëvalueerd en was, mede door nieuwe wetgeving, aan een actualisatie toe. In de nieuwe nota wordt beschreven hoe de gemeente de wettelijke taken uitvoert. Ook legt de gemeente vast hoe zij aanvullend invulling wil geven aan de zorg voor en bescherming van dieren in de stad.
Acties 2025 – 2029:
Het werven van een fulltime adviseur voor dierenwelzijn. Deze adviseur vormt het aanspreekpunt voor alle dierenwelzijnszaken binnen Maastricht;
Deelname aan het project dierenbuddy;
Een verhoging van het noodfonds, bedoeld voor minima met noodlijdende dieren;
Kinderboerderijen met dierenwelzijnsactiviteiten financiële ondersteuning bieden;
Verhogen van het algemene dierenwelzijnsbudget (o.a. voor communicatie/bewustwording).
Hiermee investeert de gemeente 156.000 euro per jaar extra in het dierenwelzijn. Daarnaast zet de gemeente de wettelijke taken, de zorg voor gevonden honden/katten, overige dieren en kadavers, voort. De kosten hiervoor bedragen ongeveer 130.000 euro.
De gemeenteraad vergadert op 24 september 2024 over het voorstel.
Increase in emergency fund for low-income residents with seriously ill animals
[Maastricht | Friday, Augustus 24, 2024] The municipality of Maastricht aims to further professionalize its animal welfare policy in the coming years. This is outlined in a new memorandum on animal welfare. The plan includes establishing a single point of contact for all matters related to animal welfare. Additionally, more funds will be allocated to an emergency fund designed to assist low-income residents with the care of seriously ill animals. Good news for the many pets in Mariaberg whose owners live at minimum subsistence level, but still place great value on the loyal bond with a pet.
Petting zoos that organize educational activities aimed at improving animal welfare will now be eligible for financial support. Furthermore, the municipality of Maastricht is launching the Animal Buddy project. This initiative will provide temporary support to elderly or chronically ill residents in caring for their pets. The council is requesting that the municipal council allocate €156,000 per year for these and other initiatives.
Animal welfare
Animal welfare refers to the care and attention given to the living conditions and well-being of animals, whether at home, on farms, or in the wild. Many legal responsibilities and authorities in the field of animal welfare lie with national or provincial agencies. The municipality is primarily responsible for the rescue and care of found animals, as well as the prevention and control of animal infestations and the removal of dead animals from public spaces. Additionally, everyone is obliged to help an animal in distress, and it is prohibited to deny an animal the necessary care.
New memorandum
Since 2014, the municipality of Maastricht has had an animal welfare policy. This policy was evaluated in 2019 and needed an update, partly due to new legislation. The new memorandum outlines how the municipality will carry out its legal responsibilities. It also details how the municipality plans to further enhance the care and protection of animals within the city.
Actions 2025 – 2029:
Hiring a full-time animal welfare advisor, who will serve as the point of contact for all animal welfare matters within Maastricht;
Participating in the animal buddy project;
Increasing the emergency fund for low-income residents with animals in need;
Providing financial support to petting zoos with animal welfare activities;
Increasing the general animal welfare budget (including funds for communication and awareness).
With these measures, the municipality is investing an additional €156,000 per year in animal welfare. In addition, the municipality will continue its legal responsibilities, such as caring for found dogs, cats, other animals, and carcasses. The costs for these activities amount to approximately €130,000.
The municipal council will meet on September 24, 2024, to discuss the proposal.
